The problem is that DEs are a bit of a game of luck. Some people run into DEs all the time and get tons of EXP… some have bad timing and keep missing them.
What you can do is hang around a bit longer in each place… often, a DE has a follow up event, but it takes up to a couple minutes before it kicks in. Also, keep an eye out for running NPCs… often, that means they are going toward a DE.
You can also gather and/or craft a little for some nice chunks of EXP.
have you also been doing your dailies?
Im not exactly sure, but I believe doing each of the 13 portions of the daily gives you 10%.
So you should be getting a level a day just by finishing it up. I know I like to switch to an alt to do it. I’m currently 23 on one of my alts, and ive done a grand total 3 renown hearts, and only 100%’d 2 towns (LA and the Grove)
I really don’t know, if anything I think I’m leveling too fast.
Try exploring some more, crafting also gives a decent amount of xp.

As he said, a huge chunk of experience can be had from the daily achievement (not to mention mystic coins).
Keep up on this and you should be fine.
If it comes to it, a lot of areas over lap in level coverage (45-55, 50-60, 55-65, 60-70, etc…). If you aren’t comfortable where you are, poke around a lower zone for a bit. Get a few of those extra skill points.
Ten is correct, DE’s are a bit of a ‘luck’ roll. If you hit them you will get lots of exp and if you do not you will be under leveled. Crafting as well if you have the mats to keep up with crafting you will get some good levels out of it.
In the end the flaw of the design is the thought that most of your exp should come from DE’s. This means people who hit them all will be properly leveled and those who do not will have to find other ways to level. I am in the same boat with you, I have done many side area’s that are not along my storyline path so that I can get leveled up.
Make sure to hit your dailies, the exp is good, the coin is better. Fully complete every area, again the coin and t-stones are better than exp but it gives you something to do.
I don’t think a lack of crafting is the problem. On my fist couple of characters, I didn’t know much about crafting, so I didn’t even have gathering equipment until much later. But on my most recent characters, I make sure to pick up gathering stuff as early as possible and gather everything I see so I can craft stuff.
Even so, my main is currently lv 18 and his tailoring and jewelcrafting are only in the 30-40 range. I am crafting everything I can and discovering stuff (which seems to give a big XP reward as well as a crafting level or 2), but it’s not really making a dent.
What exactly are Dailies? Maybe that’s the issue.
Dailies is the first listing under the Achievements Tab in the Hero panel. It encompass killing a certain number of creatures, a certain number of variety of creatures, a certain number of dynamic events participated in and crafting nodes harvested. When complete a treasure chest pops up in the bottom corner of the screen and gives you stuff.
Hm. I’ve gotten lots of those, but mostly at random. I wasn’t trying for any of ’em.
Well, at least that gives me some goals to shoot for where I can get some decent XP, as opposed to grinding.
