Council Commendations vendor is missing

The titel says it all basically: I have a ton of Captain’s Council Commendations to spend, but the guy who is supposedly accepting these Commendations is nowhere to be found. Lionguard Lyns is still asking for donations at the Piazza of Lion’s Arch, but I can’t get anyone to take the Commendations from me.
Does anyone know who to talk to (ingame) and what to do with them?
