I know healing is affected by Healing Power attribute, but are there critical heals in GW2, and if so, is healing affected by Precision and Ferocity???

No.
All healing values you see are absolute and are no subject to any random element such as critical heal or weapon strength variance.

You are assuming that heals would be nerfed and we would come to rely on the crit heals. Which is also bad. But I wrote that comment as if base heals wouldn’t be changed.
