your precision determines your critical chance. at lvl 80, 21 points in precision give you 1% critical chance.
so when they are talking about the critical chance hit its a more general idea?
The number listed for your critical chance is the actual number you need to use to determine your chance to land a critical.
50% critical chance means you will land a critical roughly half the time.
Precision is a stat that will increase your critical chance.
Critical chance is for both melee and range.
Critical chance is the chance you have to hit a Critical(150% + Modifer damage). If you have 50% Critical chance you will Crit 50% of the time. And as Rozcinana said, at level 80 you need 21 Precision to increase your Critical chance by 1%.

Exactly what other people said. The reason why they created Precision and Critical Chance even if they do the same thing, is because of scaling.
At lower level, each point of precision give you more Critical Chance, while at higher level each point of precision will give you less Critical chance. This way you can roughly have 25-40% crits chance from level 1 to level 80. This also allow lower character too feel powerful with good crits chance without making high level character way too powerful with an easy way to get 100% crits chance.

The relationship is the same as vitality —> health pool.
Vitality is the stat, health is what it increases.
Precision is that stat, critical chance is what it increases.
