Yes, any race can buy any other race’s cultural weapons; you just can’t buy another race’s cultural armor. And you can use any applicable skin on any like weapon/armor piece you have; level doesn’t matter.

Can my Norn have a human cultural weapon I am guessing not but I really want the tier 3 long Bow
Other question is can I use the skin from a cultural weapon or armor on lower level weapon
