If I transmuted cultural armor immediately after purchase, will be counted achievement “The emperor’s new wardrobe”? Will it count if I wear a transmuted cultural armor?

I think this achievement is about collecting the cultural armor from EACH playable race. The wiki lists up to 5 tiers of cultural armor, with only 4 total listed, and I have only seen 3 in the game. It does state that the achievement wording is a bug that is does not indicate how many pieces you have collected. This achievement appears it would take quite a bit of time and money to collect the gold and level the characters for the armor (for the title, anyways).
