Not that I know of. A deleted item is a deleted item and if you would send a support ticket the answer you’d get is that it’s your fault for throwing them away(short version of it).
It’s alot of money involved and you couldn’t possibly know the wardrobe system would come so I can really symphatize with you, but I think you’ll need to buy everything again.

thnx guys though so to,just wondering .It will be reallly easy for ANET if they just looked who has the emperor title to fill up the wardrobe with these skins

To get the emperor title, you only need to get 6 pieces from each tier for each race. The problem with retroactively unlocking skins with only the title is which of those 6 pieces you unlocked from the tier. An example would be purchasing the light armor pieces for human cultural, but the title would not differentiate if you purchased light armor pieces or heavy pieces from tier 1.

True, it would be easy. But how many people would ask for that? And how many people would ask for all the other skin that they deleted? How much time Anet would need to put on that to respond to every one of these demands? Would they need to dispatch someone out of a current project to help respond to all the tickets? Or maybe get a new employee?
It’s sad, but they can’t do that kind of stuff.
