When do they reset? The wiki says (4:00 PM PST/5:00 PM PDT) so I’m guessing it’s 5 pm PDT. Am I right?

Yes. Also, and since Daylight Saving Time is over, you should be reading 4pm PST. And also at the end of the month, your monthly will end at this time, too.
