the skin is account bound, but once applied to a helmet, this helmet becomes soulbound.
You can indeed ask support, but as Myxo said it is a slim change you will get success.
Support claims that they can’t create things on the live servers (though some people claim they can, this is the official standing) so it might very well be that they can’t help you. They have two important reasons for this.
The first is that a wild aquisation on many MMO’s is that the owner is manually controlling the market with dumping items on it. With arenanet not being able to create things on the live servers this is a ridicilious claim.
The second reason is that you can’t fix stupidity. The major problem is that arenanet doesn’t want you to play as much as e.g. Blizzard does. Giving in to these kinds of requests cost time and money. Knowing a thing or two bout support, a request like yours will cost them bout 20 USD (personal, infrastructure, help desk office space, cleaners, IT-department) . With a sub-free model this means they have to sell half a game to make up for your stupidity.
Blizzard has subscription fee’s so they have much more resources and a reason to keep you happy no matter the costs.
So with encouraging people to be more carefull they are making sure they don’t have to spent money on some peoples stupidity’s.
You can file a support ticket, but if you get a negative reply you know why

I accidentlly did this exact same thing with Rox’s quiver skin – my own stupid mistake and I’d buy another if I could, but I can’t because they removed them from the cash shop leaving me to rely on their kindness to restore the item as opposed to giving them more money and fixing my own mistake.

Please keep in mind that this is the Players Helping Players forum not Players Insulting Players. Perhaps the word “mistake” in place of stupidity would have been a less abrasive way to respond to the OP.
OP I’m sorry that this occurred and you made this mistake. But as some have stated in a bit different terms, player mistakes like this usually can not be fixed by staff. I’m sure everyone that has played GW2 has made similar mistakes, perhaps with less important items, and this by no means means you are stupid.

Sure – and I WANTED to delete the character, I forgot that they had my limited edition quiver still on them… and I’d buy a new one if I could but, you know… limited edition. If this was any other MMO I could just grab a new one, but nope, GW2 sells you a single copy at twice the price and won’t even refund you the item in the event of an accident (Which guess, what Star Trek Online did for me one time!)
The cash shop in this game is every kind of rediculous and is turning me off it bit by bit (Speaking as someone from GW1, City of Heroes and Star Trek Online, where the cash shop bought you permanent unlocks for a much smaller fee)

is very true it is a full proof system if you accidently delete stuff then…well…it is user error, asking never hurts anyone but it is designed in a way that accidental deletion cannot happen.

Except by accidents, such as forgetfulness. Of course, you can apply forgetfulness to so many other problems that it’s disgusting. “OOPS, I DROPPED THE WRONG ITEM BECAUSE I FORGOT TO EQUIP IT FIRST! OOPS, I SALVAGED THE WRONG ITEM BECAUSE I FORGOT THAT IT’S THE SKIN I WANT!” etc etc etc.
The entire system is fair. It warns you before you delete it, and if you did not check, it is your fault. This is players helping players, so I’m not going to bash you for forgetting, but keep in mind that you DID know the risks when deleting your character.
And also keep in mind that Arenanet owes you nothing for your mistake.
With that in mind, make a ticket and good luck.
If you can’t get the helmets back (which is the likely case), at least learn from your mistake. In GW1 I’d always strip my characters of every last little thing they owned before deleting them. I never ran into an “Oops I deleted something fancy!” problem because of this. It’s a habit a lot of people should really learn. Saves you and support the hassle of dealing with these issues :/

Also to clarify for future situations/anyone else who doesn’t realise this:
Account bound means the item can be used by any character on your account, but cannot be sold, mailed or otherwise transferred to another account.
But it is still a single item, like any other. It’s a “physical” object within the game world that sits in your inventory or the bank, or can be equipped and you only have the ones you can see. (So in the case of the dragon helm just 1 box that contains just 3 helms – one heavy, one medium and one light.)
It’s not a permission that’s granted to your account that will allow you to create a copy of that item for every character or even create new copies for the same character.

This is good advice. I often create temporary characters and even though I don’t ever put anything special or limited on them I still check carefully before I delete them.
1. Put absolutely every piece of equipment from the Hero panel into the inventory. Even things which can’t be saved/sold/salvaged. Then double check that every single slot is empty.
2. Put everything I want to keep into the bank.
3. Open the trading post and see if there is anything worth selling that way.
4. Sell anything else I can to a merchant.
5. Salvage anything left which is salvageable.
6. Deposit all collectables.
7. Put all the bags into the main backpack. See if any of them can be sold or salvaged.
8. Deposit the gold and make a final check of everything left in the inventory.
9. Delete character.
Partially I do this because I want to make sure I get everything valuable off them. Even if it’s a starter bag that’s only worth 5c I may as well sell it and have the copper rather than delete it and have nothing. But also looking through the inventory multiple times like this guarentees I won’t forget something I wanted to keep.

I unsoulbound my limited edition Mad Kings Tome then deleted the character it was on.

Lot’s of reasons.
I create and delete a lot of characters because I want to try different professions/builds or to see the different personal story options.
Some people only like to have 1 or 2 characters but change their mind about what profession they want so when they find a new one they like they delete an old one.
Some people might create a character they plan to keep and then change their mind and delete it.

Sometimes you find out a char isn’t working for you. Personally I have an engineer that’s level 20 by now, but I’m not really finding it fun to play, so I’m thinking of deleting it and creating maybe an elementalist.
I already have a mesmer and guardian at 80, so I wanted a medium armor profession, but the engineer was the only one I though would be interesting but not really having fun with it for some reason, and don’t really find appealing the other two medium armor professions.

I don’t think the problem is deleting characters. But why would you equip these new characters that you made with the intention of trying out the class/build/story with rare one time soulbound items when you don’t even know if you want to keep them. If you don’t hit 80 with these alts, you shouldn’t be putting such rare stuff on them.
