I found a “Deputy” in Snowden Drifts with a sheriff badge hovering over her head , and to talk to her, you get the impression she isn’t what she seems. Has she always been here, or is this part of Guild Missions?

I’ll answer my own question now that wiki is catching up. Yes, it is a guild mission. It is a guild bounty, and the badge will probably be over all targets, and is visible even without the guild unlocking it.
