Not specific to that build, but never buy something unless it’s on sale. PC parts are constantly being discounted and dropping in price month to month, which will drastically change the total price of your PC.
I believe the GPU and CPU will be capable of handling GW2 at high, but I’d go for a second opinion. I’m not that accustomed to AMD (Intel and Nvidia here).

I also built my own rig, it cost me around $2750 USD ($750 was just taxes, I’m not in the US nor in Europe so Electronics that are imported are taxed higher than other goods.)

I’m not too sure about the 7790, to be honest. I run the nVidia 650TI Boost (2GB), and while running around the countryside presents no problems at all, in intense fights or heavily populated areas (like Lions Arch) I’ll drop to around 30FPS.
Looking at the Benchmarks:“http://videocardbenchmark.net/high_end_gpus.html”, the 650TI Boost is rated about 15% higher than the 7790, so I can only imagine that it would also suffer in intense fights or heavily populated areas.
For a few dollars more, you might be better off getting something like the nVidia 660, which is about 20-25% faster than the 7790.
GW2 is more CPU heavy than GPU, the 7790 will handle it fine, I use an HD 7850 and I run all in high/ultra.
I suggest not going with an AMD CPU, GW2 doesn’t work will this those, but AMD GPUs is fine, I don’t have any issues with it.
(and the other 8 elite specs maxed too)
I built my pc as well. I remember when I swapped out my CPU to my new one how much of a difference it made. Mind you I went from an AMD Phenom II Quad Core (2.6 GHz) to an Intel i7 3770K (3.5GHz) and what a difference. I used the same GPU on both pcs
I went from Power Point Presentations at min settings in a Zerg to 30+ FPS in large 50 v 50 WvW fights at Max Settings 
If you’re going to invest any money into this build, I recommend getting a good cpu a priority!
