I have a sigil of air on mainhand and a sigil of blood on offhand. Do they conflict?

No, all on crit sigils actually “stack”
I don’t think they can proc on the same crit though
So 2x superior sigil of accuracy gives 10% to crit?

But my guess would be that no, it doesn’t.
Sigil of Accuracy only works on the weapon it’s slotted in. For example: slotting it in a main-hand axe will only give the 5% increase for skills 1-3. Using another sigil in your off-hand axe would give 5% for skills 4 and 5. Slotting a sigil in a two-handed weapon gives the increase for 1-5, of course.

Makes sense. Guardians have a trait that gives a 15% crit chance boost to right-handed weapons. This specifically means sword, mace and scepter.
This gives the impression that crit chance is not locked to the character, but to the weapons themselves

Pretty much. Think about it.
Your weapon skills are separated in a way that your main hand weapon decides the first three skills, and your off-hand weapon decides the two last skills.
If you applied +5% damage to your main-hand, it is logical that the increase would be only for the first three, the last two isn’t tied to your main-hand weapon in any way and vice versa.
Normally when you look at it you would think it’s a damage increase that ties for the character, but it is a fully possible that it is tied to the weapon and it’s skills instead.
Actually that’s not true. A rune in one weapon when dual wielding actually applies to all skills while using that weapon set.
My ele doesn’t get benefits for my offhand sigil in Spvp.
I believe I have the increased burn duration on main and + condition damage on the offhand.
don’t mean to bring this thread back up but it does have some useful info and i have a question as well.
for e.g. if i have a 2h as my main set. and then 1 mh and oh as my second set. and i have a passive effect sigil in my OH. would said passive effect be active only when i am using the MH/OH weapon set? i.e. if i switch to my 2h, then the passive effect is gone?

the stats on one weapon set is completely ignored while a different weapon set is active.
I would assume that if you are using the sigils that stack to 25 and leaves a boon since the boon icon remains so does the bonus it gives.
When you say passive I am not sure what you mean, since as it was mentioned earlier a 5% crit chance in a weapon only affects that weapon and not the other weapon in the set, so a crit chance in offhand only affects the skills that use the offhand (4+5).
Similarly would be the case for burn duration and so on.
