Q:
Do Legendary Weapons Get Their Own Skill Sets?
A:
No, because it’s not part of the GW2 design and approach.
Legendary weapons are all about better skins, whereas the best stats in the game are designed to be easier to achieve so that people aren’t grinding for gear for a long time.
You grind to look prettier instead
Well… there are some legendary weapons of lore you get to use in the game and -those- have their own skill sets…. but i doubt you’re talking about those, so the answer is no….
However, some of the legendary weapons have their own animationy effect things, IE the dreamer bow pelts people with rainbows and fairy dust lol, it’s freaking hilarious!!

I figured the answer was no, but I wasn’t quite sure, thanks for answering my noobish question!
I still think this would be beyond epic though, and would compliment the weapon system nicely.
Of course they do. For example: autoattack of every legendaric has aoe of 100000 and deals 9999999 damage. Nuclear missile SFX included.
