Do Sigils Stack?
Sigils only stack once. Lets say you have a sigil that stacks condition damage on a great sword and one that stacks power on a hammer. If your first kill is with the hammer, power is what will stack. If you switch to your great sword after that first kill with the hammer you will be stuck on the power stack until you switch back to the hammer or you are downed. When you switch back to the hammer the power stack will start increasing with each kill.

Sigils don’t stack. You can have only one active, so having two identical Sigils on dual weapons is pointless.
Short answer: I don’t know – check the wiki.
Long answer: I haven’t experimented with the straight % sigils myself, but based on what the wiki doesn’t say, I would think that straight % sigils would stack. If you can, throw on a couple in the Mists and see what happens before you invest?
I know sigils that build stacks (i.e. bloodlust, corruption) do not work together. Also, sigils with cooldowns share cooldowns. See the wiki for more information.
I tested both cases. Only one sigil, the first one got stacked, would work.
For example, if you have power sigil on your Greatsword and condition damage sigil on your hammer, if you get power stacking first, it will stay and get stacked only when you use you Greatsword to kill anything. Switching to Hammer won’t stack anything at all. If you get your first stack with Hammer, the sigil on your greatsword would never work until your reset the stack by relog or changing zones.
If you have the same sigil on both GS and hammer, they will always stack regardless which weapon you use. (only 1 stack per kill even if you swap weapon in combat)
If you use D/D with two same sigils, it stacks twice upon killing a mob. I didn’t test this myself but friends told me that it works this way.

I have a precision stacking sigil on my longbow and the same precision stacking sigil on my axe. When I swap between longbow and axe, both weapons will contribute to the stack until it reaches the stack limit.
I also have a +5% crit chance sigil on my warhorn, and afaik this stacks with the added crit chance from the precision stack, but not sure …
I know the chance to do ‘whatever’ on crit’s stacks multiplicatively. So if you have 2 * 30% chance to trigger flame blast on critical on dual weapons it doesn’t stack to 60%, it stacks to 51% I think. Correct my maths if I’m wrong but its been brought up in a few threads before.

Not entirely true. Sigils that build stacks on kills (Bloodlust, Corruption, Luck, etc…) will give you 2 stacks per kill if you have on in each hand.
