Say I’m an elementalist using scepter/dagger + lightning hammer, with a sigil of frailty on the dagger, and the water trait that gives +20% damage to foes with vulnerability.

Once I conjure my lighning hammer, does the sigil of frailty continue to give vulnerability?

Since other sigils continue to work there is no reason frailty would be an exception. You can also test this in Heart of the Mist.

Yes. It wasn’t always the case, but sigils are active when carrying bundles (banners, kits, conjures, etc.).
