You are probably referring to the puzzle in Gendarran, southeast of that map. The small pool matches, the skelks also, and the mini-dungeon. However there’s not a key and you don’t need a key. http://wiki.guildwars2.com/wiki/Swashbuckler%27s_Cove
There is also a puzzle where there’s skelks around and a door closed in http://wiki.guildwars2.com/wiki/Fawcett%27s_Bounty However that one is not accessed through a small pool of water, it’s accessed through a big river.
My last guess it’s a dungeon that it’s not part of a jumping puzzle, however that one is accessed through a door that requires an special way to open it with an npc in a town nearby (he has the key). There is a lot of darkness inside that and torches to be light in order to keep the enemies away. All enemies are skelks and champion skelks. I don’t remember the name but the entrance was an ice door in the west side of the map beneath hoelbrak (i think).

It doesn’t require a key but there is a part that requires a sword which basically acts as a key. Plenty of underwater bits. Also a champion group event at the end.

@Phadde – It isn’t tears for sure, I have run that a few times.
I looked at other links provided (thanks for those) and can say that it isn’t Swashbuckler’s Cove, Fawcett’s Bounty, or Flame Temple Tombs. However, it may be Forsaken Fortune, I’ll have to check that out to see if it is or not.

There are as far as I know, no mini dungeosn that fall into the description beside forsaken fortune. It doesn’t start in a small pool of water, but the portal that leads you in is build on an iceshelf.
It can also be that you are mistake for a jumping puzzle. There are several that come into mind. But following your desciption Loreclaw Expanse comes in mind. This jumping puzzle has two entrances, ther most used is above water, but there is also an underwater entrance (this one was used in the early video’s during beta). The start when using the underwater entrance is not a small pool but a rather big one. When you come to the end you need to jump through a waterfall and then fight two possible bosses, one of them is a skelk (with some others). Once those are down you do a small bit of more jumping and the chestroom opens.
