No penalties, only you are limited to two guest servers per day.
You can also delete your characters, and it’ll allow you to transfer to another server for free.

I guest on TC all the time. In fact my guild’s host world is there. I only do PvE though. If I ever decide I get tired of clicking guest on each log in I suppose I’ll pay to move if it opens up.
It seems the difficult thing is when a server becomes popular due to certain aspects everyone wants on it and then the other servers get less attention from players. I’m fairly new myself but I’ve been talking to a few players on my server trying to get a little more RP oriented.
There is a “penalty” in that you don’t benefit from the WvW bonuses of your home server while you’re guesting (and as far as I know, you don’t gain the benefits of the guest server either). However, most of the time the bonuses are marginal enough that you won’t notice any difference in your playtime.
There is no penalty for guesting. You don’t get the bonuses from your world doing well at WvW but as Zaxares said they’re so minor you won’t notice. Usually things like 2% increased gold find or every so often getting one extra use out of a crafting material node. Other than that you can guest on any server you like for as long as you like.
As for why it’s so difficult to get in Tarnished Coast is something of a special case. It started off as just the unofficial role-play server and only appealed to people who wanted to RP. But at some point it seems to have become the place to be for almost everyone on the US servers, if only because it’s the busiest. So unlike most servers it’s likely that there will always be people trying to get in and whenever a spot opens up you’re going to be competing with them to get it.
But that doesn’t mean it’s the only good server, or even the only one you can RP on. Especially if you’re new and not attached to a particular server yet I recommend checking out some of the other servers, chances are you’ll find one which is just as good for your purposes and a lot easier to get into.
Finally remember that server caps are not some arbitrary restriction Anet invented to annoy players. Each server is a physical computer, and like any computer they can only handle so much data and activity before they start running slowly or crashing. Anet could say they don’t care and let people just keep joining until there is literally no memory left on that computer (which still wouldn’t mean an infinite number of people could get in) but then you’d have problems with massive lag and servers crashing, meaning no one would get to play.
So instead they limit it to what the server can actually handle, just like you (hopefully) make sure your computer has some memory free and don’t try to run too many programs at once. Which means once you’re on a server you can be reasonably sure you won’t get kicked out because the server crashed whenever a lot of people want to be online.

There aqre no ’penalty’s for guesting (beside WvWvW) but there are a few things that can get in your way if you do it all the time. This involves being a member of a guild.
If your guesting on TA you can also join a guild on TA, but you benefit the guild’s progress on your own server (wich might very likely be nothing). This means you don’t get guildbonusses and you can not access the guildbank.
