Does reporting a player have any effect?
They won’t return your money or items. The usual punishment ANet hands out for scamming is a suspension, starting at 72 hours for a first offense with each succeeding suspension longer in length. Bans are kept for bots, gold sellers, people who have been suspended so many times that they hit the limit, etc.
So whoever you reported, if ANet agreed with you that there was a scam, probably got 3 or more days of suspension. This would be after a few days to a week, the time it took for the ticket to work its way through the system, be evaluated and a decision reached.
They do suspend and ban. The outraged posts in the Account forum protesting their suspension show this. The posts by friends asking for banned individuals to be reinstated show this. Gaile’s posts in the stickied thread Tickets for review-3 days and older where she tells people that their final review of their accounts upholds their ban also show this.
So the same scenario happened to me. Someone was selling Charged Lodestones for cheaper than the TP price due to him “not having the money to list them”.
I was just the sucker to get pulled in. I sent him almost 100 gold… he blocked me and I tried my hardest to get to him again. I saw him a week later advertising the same deal in Lions Arch…
I reported this to ANET and they effectively did nothing. They stated they do not “insure” these kinds of trades and that is what the TP is for. I even escalated my claim to a supervisor for no approval.
Count your losses and continue on. (I rage quit the game for a few months after I got scammed)

Well I added him to my friends list. I’ll check if he comes online or not. Him being offline for a few days still wont mean that its because of my reporting, but at least will give me some clue.
Is it against the rules to publicly share his name? I’m a 100000% sure its not a false accusation from me, so giving him a bad reputation without any basis to it is not a possibility.
It is against the forum rules to “name and shame” another player. If it wasn’t, any person could come on to the forum and accuse anyone else of anything, based on nothing except “their word” that it happened.
