Guild Wars 2

So tonight, in my quest to not pay for any of my traits, I set out to spawn the Dredge Commissar. I did the In Pursuit of Knowledge quest chain, but upon doing the events, there seemed to be no progression of the chain at all. It continually reset to “the dredge and priory are competing for centre camps” Am I going about this chain all wrong? Is it broken?

I think one of the events in the chain failed thats why it keeps resetting
Need two groups one at granite citadel and other near firebase molesk to make sure the events dont fail

There are two events that need to be done.
Firebase Molek and Fridgardr Lodge. The one and Fridgardr Lodge breaks frequently.
In addition to that there is a 20m cooldown on the Commissar. The events cycle faster than that so it is possible to do both without spawning the Commissar.
