Leeching and Battle have internal cooldowns preventing them from stacking.
Sigil of Force will stack.
But If I put leeching on one hand and battle on off hand , I will get their 2 effects. right ?

The way I understand it is that you can’t have two sigils of the same type, but otherwise you’re good to go. I’ve used dual sigils which have stacking mechanics (condition damage and healing) and I notice their little stack icons above my action bar so I can see they’re working.
As a D/D elementalist, I don’t have any main hand vs. off-hand attacks, though: it’s always with both hands at the same time. If you’re playing a melee profession that has main hand and different off-hand attacks, your sigil procs will only occur when you use attacks for that hand. So if you use your off-hand attacks (#4 and #5 buttons) infrequently you won’t see as much benefit from the sigil you put on your off-hand.
