Dye doubt
It greatly depends on the material it’s applied to…and the ambient lighting in the area you are in.
Lots of materials (armors) have a very dark base and there is no way to make them “brilliant white”. Others have a very light base and normal dyes can make them look “shiny”. This is the main reason they added the ability to apply a dye (in the wardrobe) to any outfit combination BEFORE you unlock the dye.
I’d never buy a dye that expensive, but I’m happy with Icing (20s) as I’m not a big fan of lots of white on my armor.

I’m unsure, but could your game quality has anything to do with it?
Higher character models might increase the shadow / quality of characters making the dye more bright?

Hey, dont think so, since i look some ingames characters that are very shiny xD
Each color looks very different depending on the material, quality, and design of the armor to which its applied. Typically, celestial won’t be as shiny on leathers as on some metals or even cloth. Sometimes it’s so shiny and bright, I use a ‘lesser’ color to tone it down.
I dunno if it’s worth the price you paid, but Celestial is definitely a special color and I’m glad it’s in my collection.

Are you sure the players you’ve seen weren’t wearing https://wiki.guildwars2.com/wiki/Radiant_armor ?
Try going to The Heart of the Mists. The lighting there for some reason makes everything look shinier.
Players who want that effect will often go there to take screenshots.

You can view this YOURSELF via the Wardrobe at a bank NPC.
After selecting an armor combo, switch to the Dye tab and apply ANY dye it the game.
I’m not being mean but even your monitor settings can effect this and there is NOTHING in this game more subjective than how specific dyes look on specific armors (and in specific lighting). This is WHY they included the feature for you to actually LOOK at the results…..asking about this in the forums is like asking someone what candy bar they like.
