My server is always dead in edge of the mists, never a commander ever. How can I know a good sever before switching so in not stuck again with no one?

I think with the recent changes to EoTM, many players will be trying out or return to playing WvW. That being said, if it is dead for you, that probably just means your server is dead in general. Maybe try joining a more populated server such as Blackgate or Tarnished Coast?

Edge of the Mists pulls from multiple servers.

If you’re server is on the red borderlands map in WvW, you’re grouped up with other servers that have the red borderlands map in WvW. Same with the blue and green borderlands maps.

Chances are EoTM’s are dead due to new patch.

If the lack of commanders is a big problem for your server, why not try commanding yourself?

Even if you don’t have a commander tag, you can get around that by organizing people using map chat to call out each target as the zerg moves from one cap to the next. Not as convenient as relying on a tag, but still effective.

EotM is probably dead since you can no longer earn XP in WvW. That’s assuming the reward tracks are of any interest.
