Emperor title requirements
You can mix and match between armour sets and cultural levels to get the achievement. Be warned though, for each culture the total is actually 18 individual pieces for the full achievement – so 90 pieces for the Emperor title.
Edit: Thanks for the clarification JustTrogdor – the full achievement will require one full set of each culture level (1, 2 & 3) but they can be a mix of armour classes.

There are a total of 130 possible achievement points in the category, including the meta achievement, The Emperor’s New Wardrobe; this tracks the total number of pieces you have collected. Thanks I checked the wiki but it did not mention anything about mixing and matching the type of armor and I wanted to make sure before I started trying to work on this. Some armors I do not care for certain pieces so was curious if I could mix it up among characters.
I wanted to make sure that if I bought 2 T-3 chest pieces that counted as 2 pieces towards the achieve not just 1 since they were both chest pieces.

That is a total of 1 full set from each tier though right, not all 3 of each armor tier set? Because if you have to get all of the heavy, light, and med.. I guess that achieve is out for me :P
Yeah just one full set. So for example you could get Heavy helm, chest and legs, med gloves and shoulders and light boots all from the Norn T3 collection and it counts as your ‘full set’ of T3.

I think that will work, the achievement tooltip talks about soulbinding 18 unique pieces of armour – so as long as you aren’t duplicating any (ie 2 heavy T3 chests) it should all count as you described.

No, you have to get all six of the armor pieces. The way Lexy described here

You can mix between armor classes, but you have to get helm, chest, gloves, shoulder, legs, boots, of each tier, which would be 18 unique pieces. If you got all three T3 chest pieces, that counts as one piece toward the achievement.

I didn’t realise that it didn’t count armour class in its ‘unique-ness’ calculations – I apologise if my response was misleading. I would have read the wiki as I could get six individual pieces of T3, be they one of each armour piece or some of the same pieces in different armour classes.

Yeah that is what is confusing to me as well.. you would think that the armor type would count as unique not just the armor slot.
I’m grateful that each armor type does not count as unique, because then we’d have to purchase 54 unique armor pieces per race instead of 18.
As the Emperor achievement already costs somewhere around 700 gold, I wouldn’t want it tripled.
