Bear in mind firstly that Desolation is a primarily UK/GMT server. When you posted this it was 6am here, which is hardly prime time.
It’s also the day after a big update adding new content to both WvW and PvE (but none of it in Orr) so a lot of people are going to be focusing on that.
When I got on just after 9am Wayfarer Foothills had enough people to push me into overflow so I don’t think Desolation being a dead server is the issue. I’d recommend trying again later.

Desolation is not dead, as Danikat said when you posted this at 6am UK time, that is when people are either sleeping or getting up to go to work.
when i get home and play on desolation between 8pm-1am everywhere i go is packed of people everywhere (except on patch days, always been this way as there is normally new builds every hour or so for a while, peeps dont like to be interupted by anet builds)
i am now on far shiverpeeks as a freind is there and i wished to play with him again and again this server is packed full everywhere just like deso, if anything Far Shiverpeeks have higher populated ’’levelling’’ zones too in my expereince.
out of curiosity where are you playing from? some american servers are 5hours behind us (well time difference wise) from the UK so you will just end up playing at 1am-6am or w/e and have the same experience there, so what is your time zone / country?

That’s a good point. Rather than just looking for a server with a lot of people you want one where the majority of people are likely to be on at the same time as you.
Either in your time zone if you play at fairly typical ‘peak’ times (aka evening and weekend) or where the servers peak time matches when you’re online.
