I have completed one zone yesterday (Lornar’s Pass) and working on another now (Dredgehaunt Cliffs), during which I only met 3 or 4 players in hours of playing.
The more I move to higher level zones (am 54 now) the more empty they are.
Maybe am playing less active zones, are there zones which are more active than others for each level range as per map?
Thing is my server status is Full most of the time I play.

This is a general problem. All players are in low level areas or in Cursed Shore, the last zone of the game.
Level 30-70 zone are simply offering nothing good and are full of champions that nobody wants to kill. Maybe there should be something like Zaishen Quests in GW1, random missions asking to return somewhere in the game. But nothing like this yet…
I dont find many people in the lower levels (1-15). Occasionally you’ll see a group of players running around doing events togather and one or two individuals just starting out but in comparison to the other main mmo’s – its dead.

Well, I don’t know if you have played WoW but it’s exactly the same thing – 90% areas are desert. With quests, it’s not disturbing, it’s even pretty nice, but with DEs… it’s hell…
Main cities as well, rarely see anyone else, except of course Lion Arch. Lower level zones are affected as well, Human starter area are the least to suffer from this. Am now in Charr starter area and I saw only 5 players so far…This was a very active zone as I remember from beta and launch.
I have played WoW, Warhammer, Star Trek, Star Wars, Rift and Aion
Warhammer, Star Trek and Star Wars I played from launch, the others I cam in to some time after the launch, wow I started playing 6 years ago.
None of the those were as dead as GW2 has been at the lower levels.
I can’t speak for anyone else, but my assumption about the cause of this problem is the whole server “full” thing. I’m on yak’s bend, and there were always tons of people in low levels zones until we got into that full category. Now there’s no more new people joining, so everyone has out-leveled the beginner zones. It is additionally a problem that people make a ton of money on their mains, then use it to raise their alts through crafting instead of playing the lower level content again.
Since exp is scaled this isn’t really that much of an issue but…I also encountered a level 17 norn warrior in orr the other day, trying to run events with the rest of the huge group. They must have revived him more than 50 times before finally just leaving him there.
