Exotics from WvW merchants.
You heard wrong …
The merchants I have been to have lvl 80 kit, this includes both coin and karma merchants.
The problem is with the stats, these are lower than crafted lvl 80 exotics

I heard WvW merchant only sells 60 level Exotics, so compare to 80 level exotics are those worthless?
or do they have a good sigil or something?

The PvP merchants DO have level 60 exotics that you can only see as 60 until you get to 70 , then they have level 70 exotics , and when you hit 80 they change for level 80 exotics , in a similar way the blues and greens do on the karma guy between the weapon and armour merchant , BUT the exotics cost badges of “difficult to get” ( pvp ones anyway, not karma ) and they cost lots of them , so even if you did have enough to get a full 60 , it would be crazy as there is no way you could have that many badges and not be gaining exp to out level those lvl 60 items in a few days.
As for the stats of the 80 exotics , I didn’t know they were different from normal 80 exotics ( shrugs ) but unless you plan on never ever crafting or doing any PvE you can get prettier stuff with stats that YOU choose elsewhere.

the merchants are in more than one place in the WvW zone , but the karma ( blues, greens and rares 30+) merchant and badge merchant ( exotics 60 +) are all standing together opposite the asura gates in your own named base ( the northern base with the crating guys around it and the same named garrison to the south of it )
