There are events that will not advance unless you revive non-player characters or you submit a certain amount of items to them. Can you get banned by intentionally farming monsters that spawn continuously during an incomplete dynamic event?

If someone is taking advantage of a bugged or unending event then that’s considered an exploit and can lead to a ban.

An exploit is the misuse of a software feature or bug in a way that allows a player to generate in-game benefits without the risk or time expected by the game’s designers. It can involve the use of a third-party program and it includes generating currency, experience, or other things of value to players. It also includes actions that allow one player to gain a gameplay advantage over other players.

ArenaNet will temporarily suspend players for using exploits deliberately and permanently suspend those who purposefully and repeatedly make use of them, depending on the severity of their actions.

ArenaNet defines an exploit as any deliberate action that provides an unfair advantage over other players or otherwise hurts the game, community, or economy, it does not matter whether the exploit is a hack or making use of a bugged mechanic within the game. To be considered for a ban, players must deliberately exploit the mechanic; use of hacks or bots is always assumed to be deliberate. In addition, players that publicize an exploit are also subject to suspension of even banning, regardless of their motives, since well-publicized exploits require ArenaNet to react immediately to prevent the abuse, which diverts resources away from the rest of the game."

So if a player could die from farming an incomplete event then it is not an exploit?

If you have to ask if something is an exploit you shouldn’t’ be surprised when you get perma-banned for doing it.

So if a player could die from farming an incomplete event then it is not an exploit?

They do expect people to die occasionally. That is one of the expected risks.

The designers expect the people to get the rewards gained within the events parameters and what it requires you to do to finish the event. If the event requires you to rez the dead in order to finish it, then farming without rezzing is exploiting the event.

When deciding if something is an exploit, consider these questions.
Does it seem to good to be true?
Would your friends/other people consider this to be an exploit?
Does it provide you with an unfair advantage over other players?
Could this be the result of a bug introduced with a recent update or new feature?
Does this seem like something that could be reasonably considered to be intended by ArenaNet?

I’ve heard people were banned for farming linen this way in specific events that they could keep going indefinitely.

It increased the speed at which they attained an item in game which affected the economy.
