Farming for tailoring
The only way I have ever been able to get linen reliably is by leveling an alt and doing some salvaging. Also, map completion sometimes will give you 40 scraps when you complete one of the maps as a reward (lower level maps). I made a complete set of tailor ascended. I was able to get silk fairly reliably but I had to buy all other textiles and lots of leather as well. It is the most expensive set to craft, unfortunately. I will be reading the replies to see if someone else has better ideas on how to acquire fabric. I am still crafting heavy ascended, which also takes a few bolts of damask.
With event completion rewards you can get linen on select maps. Hover over the map names to see where it is on the days you want to farm some.
Farm SW for chests and bags, then open them on a level 50-55 alt. That’ll net items that can be salvaged for linen and the equivalent leather, wood and metal too.

Similar to what Onevstheworld said, if you have a character who’s lvl 80 and hasn’t done much of the personal story, you can run them through it collecting all the “bags of loot” you’re given as rewards… then open them on a lvl 50-55 alt. You get over 150 bags of loot through the personal story (as well as a hand full of crafting bags)… so it’s an option if you’re out of bandit keys or shovels for SW.
I highly doubt it’s best practice, but you can also go kill enemies that drop Frayed Garment, Torn Garment, Frayed Rag, and Torn Rag. All those can salvage into linen. (for the Torn versions, use a crude salvage kit… less chance of getting the upgrade to silk)

Yes, there has been a horrendous history of anet nerfing any event in the past used to farm linen.
