Fastest moving character in the game?
I think that would be ranger and thief. I played both characters and they both have a skill that boosts your movement speed. No cooldowns, it’s a passive ability with a signet I believe so it stays on until you activate the signet for its active ability. Also as a ranger I used to throw my pet at an enemy and just run past them when exploring.
All characters can currently move the “Fastest” (except theoretically thieves, but that’s theorycrafting.) It is simply a matter of figuring out how to get Permanent switfness on that character..
The easiest I’ve found is with Warriors. They have an elite skill Signet Of Rage which gives 30 seconds of Swiftness. Coupled with their trait Signet Mastery and a Warhorn using the skill Charge you can easily get 100% swiftness uptime, just by spamming those two buttons whenever they’re up (every 40 seconds/20 seconds respectively)
I also like to equip a sword for Savage Leap as that makes things even quicker.
All characters have the same base speed, and all characters (except thieves in certain situations) have the same maximum speed (33%, which you get with swiftness).
Warriors can get perma-swiftness using Signet of Rage and a Warhorn or banners. Elementalists can get perma-swiftness by using attunement bonuses, Glyph of Elemental Harmony, and certain Air attunement skills. I’ve also seen some pretty speedy rangers.
Engineer traited Swift Kits in the Tool line – 5second swiftness with a 5second cd when u equip any kit – combine it with medkit’s Drop Stimulate and Elixir B; You will run forever.
My Charr Warrior seems slightly slower than continental drift, plus the lolloping run makes my mate kitten himself laughing, thats if he forgets his ranger speed boost and does not zoom past me in 3 nano seconds!

up to 25% faster while attuned to air (10 points into air)
25% faster passively (Signet of air)
15% faster while wielding a dagger (20 points into arcana IIRC)
Swiftness is found on just about every weapon set. Not to mention on one of the healing skills. Attuning to air can also proc swiftness for some builds, as can using an aura (one of which is also on air.) One of my friends gets 16 seconds of swiftness when using shocking aura.
Oh also ride the lightning defies the “maximum speed” bonus for it’s duration, racing you forward.
The only classes that have any chance of speeding alongside an ele built for it would be thief (infiltrators arrow to blink ahead) mesmer (also blinking ahead) and maybe warrior greatsword (with its dash and spin attacks).
ele’s tie for the fastest passive run speed with their multitude of passive boosts.
They can maintain swiftness forever (as can some other classes)
and then they have access to a skill or two that moves them forward about 1200 range fastest than even swiftness does.
If you want the fastest class with only PASSIVE bonuses (like I enjoy, since I HATE having to click a skill constantly to move faster) you would like an air ele or a thief
Rangers have a 25% perma speed buff with use of signet. Couple that with a warhorn and the elite skill “Rampage as One” for an added 33% ( I think…at work now). The warhorn is re-usable every 25 sec or so and can buff your party every time also. Pretty speedy all the time

I have no idea what they were or what they used, but I was in WvW about to slaughter this guy with the help of 5 people, and he runs away. I had +25% movement speed, and he was easily 3x our speed and out of sight in like 10 seconds. It wasn’t ele’s ride the lightning (no lightning effect, and it was too far for that skill). No animation, just fast as puppy. Everyone with me was like “how’d he run so fast!?” My only guess was hacking – is that possible?

None of those stack with each other, only the highest is taken. And the dagger movespeed bonus doesn’t work at all.
However, an ele with an offhand dagger is still the most mobile in the game, because they can easily attain permanent swiftness, and they can use Ride the Lightning to go even faster. Throw in Lightning Flash and you can go even faster.
If you want to look like you are moving faster, make an asura. Their animation has to be faster to make up for their small bodies making them look faster than they actually are.
As mentioned above, all professions are fastest if you count the usage of swiftness. But apart from that, you can find details here. Looking at the passive effects of signets, you’d be okay with Ranger, Thief, Elementalist, or Necromancer. Thief has a trait for 50% movement buff while in stealth (out of combat).
YAY someone said necromancer! dagger dagger with the trait and you’re permanent 25% boost + 30 or more seconds of 33% from the reverse teleport skill.
My ele uses the signet for 25% boost as well.
Thief with shortbow is the fastest.
