Finding an area for your level character.
Any of the 5 starter zones are appropriate, as well as the beginning areas of the 15-25 maps, for a L16 character. The 5 starter zones will have an open Waypoint you can use. The parts of the zone closest to the Racial City will be low-level, the parts farthest away, the higher levels. Remember, you will be down-leveled to match any area you are over-leveled in, so you can still acquire XP and appropriate loot.
The World Map, or the Wiki, will show you which maps are appropriate for your level.

You can level in any zone other than the 6 major cities. Even though the game will down level you to make any zone challenging, you will still receive XP that’s relative to your actual level. You could level to 80 in the starter zones, although you would be missing out a fair chunk of the world.
Sounds like you are taking the portal to Fields of Ruins and end up in Ebonhawke, so you are in Divinity’s Reach. So go into Queensdale and head to the gate near the south west corner that’ll take you to Kessex Hills.

The starting zones (from East to West) are:
- Plains of Ashford
- Wayfarer Foothills
- Queensdale
- Caledon Forest
*Metrica Provice
You will have started in one of these (which one depends on your race) and you’ll have 1 waypoint unlocked in each of the others. You can level in any or all of them. If you’re above the level of the enemies in the area you’ll be downscaled, but you will still get XP and items appropriate to your level, so it will be basically the same as being in a level 16 area.
There are also 4 level 15-25 maps, which are connected to the starting ones.
- Diessa Plateau is north of The Black Citadel and east of Wayfarer Foothills
- Snowden Drifts is west of Wayfarer foothills
- Kessex Hills is south of Queensdale and north of Caledon Forest
- Brisbran Wildlands is west of Caldeon Forest and North of Metrica Province
You can level in any of those maps too, but be careful of enemy levels. While you will be scaled down if you’re above the level of the area you don’t get scaled up so if you end up in a level 25 area the enemies will do much more damage. (But still not as much as the level 30 map you’re in.)
Also you shouldn’t have been told to go into a level 30 map yet. The NPCs are supposed to have different dialogue to warn you away if you’re too low level. Can you tell me which city you were in and where you were sent so I can report it?

I was in Lion’s Arch. I just went back there and as soon as I step through the portal it says “New challenges await you in Gendarran Fields”.
I can now see (map and wiki) that this is a 25-35 area.
I was also told I could go to Lornar’s Pass (25-40). I actually got a Hero point in Durmand Priory and then quickly left
Don’t be intimidated by the “New challenges await” indicator especially if it points to an area that’s not your level. Look at the World Map. In most cases, the next tier of challenges is next to the zone you are currently in. Here’s some suggested transfers from 1-15 to 15-25:
Wayfarer Foothills: to Snowden Drifts (NW) or Diessa Plateau (E exit on NE, where the heart is).
Plains of Ashford: Go to Black Citadel, then take the N exit to Diessa Plateau
Kryta: S to Kessex Hills
Metrica Province: to Brisban Wildlands, N from Muridian WP, near the Reactor area
Caledon Forest: If not at least 22, go NW for Brisban Wildlands; you can also go NE for Kessex Hills (though you might be dropped into a Lv.23 area, hence the warning.)
When in doubt, you can also go to another race’s starting zone (WPs at starting areas are available automatically) and complete events/hearts for experience. Rewards for events are scaled to your level, but hearts only have experience scale, not coin/karma.
(Bonus: completing a zone nets you experience and rewards, with a small chance of a Black Lion Chest Key as one of the random rewards — except for cities, where you’ll get experience and a transmutation charge instead.)

Oh so it was the content guide that was misdirecting you.
It also shouldn’t do that, but it does sometimes throw up weird advice. When it was first released it would tell level 10 people in Wayfarer Foothills to go to Frostgorge Sound, which is a level 80 area.

Yeah. Thanks to the advice I received here though I’ll know better than to take that advice without checking its’ levels first
