Is the gem store the only way to get fine transmutation stones? I have been told that they can be found as zone completion rewards but have not received any, are there any other ways?

I got a set of 5 from somewhere besides Gem store, it might have been a Chest which I opened using a quested key. So they are available but are probably very rare. The only set I have ever received and I played since headstart.

you will find it in black lion chest (locked) i dont know if drop rate is low but ive gotten some for myself from chest tho.
