You have to eat them. Anytime you eat one of them you get a random boost for 10 min and one Shiny Foil Candy Wrapper, then you can go to Collector Terksli on Lion’s Arch (where the trading post used to be) and give them to him. You get one chance to win one of the weapon skins for each wrapper you give him.
You can also get the wrappers sometimes from the trick or treat bags.

Yes and yes. One wrapper is selected at random for each skin out of all the wrappers handed in, whoever handed that particular wrapper, gets the skin. So, it is random, but whoever submits a higher number of wrappers has a higher chance to win something, and the more wrappers are submitted, the chance to win for each wrapper is lower.
Doing the math, let’s say that 1000000 wrappers are handed in at the end of the 2 weeks period (chances are they’ll be much higher) and you handed in 100 of them. There are 1000 total possible prizes (100 each of the greatsaw and ghastly shield, 200 each of the rifle, dagger, chainsword and scythe skins), your chances are 1 in 10 to win one of the prizes (I used this website because I was too lazy to calculate it myself: http://contests.about.com/library/blsweepstakesoddscalculator.htm ). Someone that submitted 500 wrappers would hace 1 in 2 chances to win something, and so on. Using the same numbers but changing them to 2000000 wrappers submitted in total lowers the chances to 1:20 for you and 1:2 for the other (using the same numbers).
But of course, all is at the mercy of the RNG gods, you could have someone that submitted just 5 wrappers walk away with 5 grinning shield skins (one of the most wanted) and someone that submitted 4000 of them not winning anything.

I’m going to assume each wrapper can only win once. That is important for the number crunchers. As is the great unknown, how many total entries will there be?
I’m going to throw out an estimate of 150 million entries. In addition to those spending a little holiday change on gems for whatever reason, The minis, accessories and to a degree the batwing brew is there to assure no ToT bag goes unopened for long, and the maize tonic is there to give people a sense that the bags will always be around so no need to hoard them. And having a year-round token vendor who is a trusted NPC is even more comforting.

I’ve turned in about 10 or so wrappers that I’ve gotten from ToT bags so far. My odds of winning anything are probably exceedingly slim, but hey, so’s the chances of me just getting a Precursor off some random mob in the open world. So, if I don’t win anything, no skin off my nose.

That means nothing, really. You only need one ticket to win. That person’s odds may be marginally higher than the person who puts in 1, but in reality, you could put in 50,000, and out of say, 1.5 million, you could easily still get nothing. Everyone who puts in even one wrapper has a chance.

I think I’ve gotten like 50 wrappers from the tot bags I opened over the weekend. I was getting them pretty regularly out of the bags I was opening. Might be an ok way to stay in the running (unless someone’s spending unholy amounts on the gem store). But even then, it really only takes one ticket, and lots of luck.

That’s ok, don’t feel bad if you don’t win. Remember that millions of other players will also not win. You are not alone. This game is all about rewarding a few lucky people.

I’ve heard of some people who’ve opened over a million bags. that would be about 21,276 wrappers.

I found around 50 as well. I have a feeling like there’s some sort of limit to the amount of candy wrappers you can get. Like in the first 20 or so minutes I found 7 wrappers, and then for another 40 minutes there didn’t seem to be any. =)
Or perhaps it’s just really…random.
After casually farming the Labyrinth for 30 mins – 1 hour a day, I think I’ve turned in maybe about 25 – 30 foil wrappers. As I said before, if I get something valuable, great! If not, meh, it’s RNG.
