You need to have them in your inventory (in a non-safe bag) and go the BL weapon trader (same place you turn in the full tickets). On one of the tabs there is a selection to get a ticket for 10 scraps.

Fortune scraps are something different from claim ticket scraps. They came from kites and such last year. I don’t know if this year’s bazaar is even dropping them, but they never traded 10 for 1.

Yes.
I held onto my fortune scraps from last year. I was left with 147 – exactly 3 away from any reward I wanted. For an entire year.
Now there’s a new currency… I guess trash time?

Thanks for the post, I almost forgot about those. The only option I could see was to convert 10 scraps to a sanctum box, this option is available from the black lion weapons merchant when you have them on your character. Really dislike the boxes but better psychologically than throwing them all away.
