When I throw my fractal capacitor in the mystic forge to upgrade it, will this make my capacitor account bound again? So if use already equiped it on a character and now throwing it in the forge i can equip it on another character?

Yes,

The item that comes out of the forge is a new items (the forge doesnt upgrade anything, but technically it destroys the items you put in it and gives a new item as a reward).

This item is in this case accountbound (soulbound on equip)
