Fractal skins and Transmutation Charges
Im pretty sure all skins will still function as they already do until you apply them to a weapon, and from there go into your wardrobe. Doubt they would actually give charges just for a skin. But you will get x1 charge per pvp rank

What about the pre-Fractured patch fractal weapons (the ones without stats on them)? I would be able to transmute to give them stats?

The patch hasn’t come out yet. How would anyone know. All we can do is speculate for you
