Fractals
The lower tier fractals are pretty easy to do. I don’t think I have ever had issue trying to complete them (granted I don’t have your condition and have no idea what it is like) but if you can find some guildies or some friends to do them with that would be optimal. Most of the fractals are pretty easy if you have base knowledge of the mechanics so do a little research before going in or run it with people who know what to do.

I would say no, it’s not worth the stress if you are going in with random players. Some of the fractals require more concentration & coordination than the average dungeon. If you have difficulty with say jumping puzzles or quickly picking up items then I would go in with friends that understand your situation and can help with the tricky bits.

I would personaly say that the consentration needed in low level fractals will never be higher than what is needed to kill lupicus(and probably not even that high). So if you are able to kill him there shouldn’t be a problem. And even if you can’t I would still say you should go ahead and try rather than listen to what other people say about the difficulty. Worst thing that can happen afaik would be that you fail and have to exit and try again.

It’s not an issue of concentration. I’m sound neurologically. Physically, not so much. I have many problems with coordination.
It might be possible to do some lower level ones. I think it’s hard for us to answer because we aren’t quite sure what your limitations are, or how severe they are. Maybe you could give us more information? Like are there any dungoens you can’t do? Or are there certain instances (maybe a boss fight,like CoE p3 boss) that is difficult for you?
If you wanted to try it, I would say try to find a guild that uses voice comm. If you can talk (push to talk or voice activation) it would be great to help, or you could just listen which drastically helps any coordination section.
Ethics has it right. Also, the best way to find out if you can handle them is to try them, preferably with friends or with people willing to act as friends for the run. As long as you can jump and dodge and fire off skills, all that being the most basic of PvE game play in GW2, you should be fine.
I’m not great at twitch reflexes and I certainly don’t want to get into the Agony grind so I cap my fractals at level 9 or 10. I failed the Clocktower for 6 or 7 hours before I gave up. I do have a good computer and FiOS so it’s only my skill in the way of me succeeding. Still, I generally feel that if I can handle content, most anyone else can as well.
Again, give it a try. Let the group know in advance that you have a physical handicap. Use voice chat if possible. You might have fun!
Note: If you get the Swamp fractal and have movement control issues, don’t be one of the orb runners. Otherwise you should be able to soldier through all the instances.
