With the need for 100 slots, I’d first like to suggest that you try to get $1 from each slot person per month and that’ll make an easy cycle. Otherwise, you might want to check out the official TS3 server for your GW2 Server and ask the mods there to create a channel and subsequent sub-channels for you, but I guarantee most of the time they won’t let you have 100 slots.

You won’t be able to get any non local TS3 server for free. I’ve looked up a few TS3 servers for around 20-30 members and it ranged $70-90.

For 100 slots, you need a TS3 server with a license. Without license, you can operate a server up to 32 slots only.
The free non-profit-license allows for 512 slots. Unfortunately, with such a license you are not allowed to host additional servers for communities other than your own, so nobody is in fact allowed to offer free servers under non-profit-license.

All other TS3 licenses cost money.

So your options are:
- operate a TS3 server yourself for free without license up to 32 slots
- operate a TS3 server yourself for free with NPL license up to 512. Be eligible for the NPL, which is quite a stretch.
- ask other GW2 guilds if they give you a guild channel within their own server for free.
- rent a TS3 server, which costs money

I’m renting a 30 slot server from a friend of mine for 50 British pounds for a year.
