I’m new to the game and I’m wondering were free server transfers only a thing after you register, something that opens up once in a while, or was it just a thing during launch a few months ago? I got some mixed answers, so im probably not searching for the answer correctly :P

Free transfers are open to everyone all the time on a one week cooldown timer. Meaning, if you change servers today Dec 26th, you can’t change servers again until Jan 2nd. Free transfers are ending eventually, but no one knows when yet. The cost will depend on the server’s population that you’re transferring to.
