Full Servers.
I think the designation Full, Heavy, Lite, etc are just indicators of server load at the time. With Full indicating that there is a que for players to log on to that server
They’ve upped the server cap a few times.
If they wait a while, there should eventually be openings. I used to be on Stormbluff Isle, but wanted to transfer to Dragonbrand to play with my guild. At the time, all but 3 of the NA servers were full. However, a day later, after having checked several times, I finally saw an opening on Dragonbrand.
I warn my brother to log in as the servers would open. He woke up 1 hour later and my server was full already. I went mad with this system but then he was able to switch. Still, I have some real life friends in other servers because of this. Dunno if the server switch is still free.
It’s still free, though I don’t know how much longer it’ll last.

No, there are no queues in GW2, since it uses overflow servers. Full means no accounts can currently choose that server as their home server unless they are already there.
I would kill for my friends to join my full server….it’s so depressing they have such LOW capacity!!!

Key work, currently. Check back periodically, especially during slow times, and you should be able to get into the server you want.
