Gathering Guild members
Hello.
I don’t know if your guild is PvE, WvW, or PvP oriented, but let’s say your guild does PvE content. A good place to recruit people is probably during world bosses or in open world PvE maps like Silverwastes and Dry Top.
Outside of the game, you have the GW2 official forums in the “Looking For…” section where you can advertise your guild, and depending on your server, you can also log into their forums and post a recruitment thread there.
Make sure you explain what your guild is and what your guild is not, so you don’t have people joining and leaving shortly after.

In my experience it’s always good to recruit in the areas where you want to play the game. If you want hardcore players who do hardcore content, go there and recruit, and make it look appealing. If you want PvPers, go to the heart of the mists and recruit there. WvW…so on..
My guild enjoys dungeoneering often, so we will recruit pugs who impress us during dungeon runs. We also like the players who enjoy the game and not just the flavor of the month content, so we will go into places like Timberline Falls or Harathi Hinterlands during off hours to get those kinds of people.
Advertise what you are looking for. Be specific, but brief. (PvE, PvP, etc)
Throw a bunch of people at the wall and see who sticks around.
Don’t force people to represent your guild, this turns a lot of people off.

Make it clear, what type of guild you are. Casual, semi-casual, semi-hard core. This will be a deciding factor for potential members. For other sites. Where ever there are sites for guild recruitment. Plaster your guild recruitment post there. Advertise in map chat, but do so sparingly. And if any show interest. Be prepared to answer questions about the guild, it’s focus (pve, pvx, wvw, pvp etc). And always refer to the guild recruitment post for all the details. Have a web site up and running at some point.
