I want to buy some things in the gem store such as hats and flute but I want to know first if I buy them are they soulbound to one character when I use them or can I freely trade the flute and hats between other characters? Also do I need to buy transmution charge to wear the hat I buy?

You are buying a skin that you apply onto existing armor. First application is free, and then it should be in your wardrobe for additional applications requiring charges.

If you put it onto an piece of armor that is soul bound, it doesn’t change that piece’s bound status, it’ll still be soul bound.

ok, what about items like the flute? if I buy it and use it on one character am I able to put it in the bank and use it on a different character?

Flute is an item, not a skin. So what does it say on the flute’s description at the gem store? I believe it says account bound.

It’s an item, you can pass it between characters via your bank but you only have one of them.

Toys and musical instruments like the flute, horn or drum are account-bound items. This means that they can be used by any character on your account. You can pass the item around through your bank.

Note that these items are not consumables. They have infinite uses.
