It’s only usable once seeing as I just bought primeval skin from the gem store today after hitting level 80.
You can keep transmuting the skin from armor to armor though as long as you have Transmutation Stones. 80+ armor requires Fine Transmutation Stones though.
My understanding is once you’ve transmuted it onto a set of armour, you can transmute it to future armour using Transmutation stones (for armour < lvl 79) or Fine Transmuation stones (any armour).
I too wonder this. Is it best just to get at 80 once you’ve obtained good gear? The item description isn’t too clear.

Transmutation stones are rather rare aren’t they? I will wait to pick a skin up at 80 then. Kinda lame that for something that required 8 bucks for is such a beating to maintain. I guess they had them in mind for endgame, which case it’s understandable considering you won’t be switching as much.
A set of 5 Fine Transmutation Stones costs 250 Gems, which when I checked last night was approximately 70 silver.
That’s why I waited until I was 80 and had good gear i didnt need to swap :P
You should get plenty of transmutation stones through 100% area completions

Quick question while on the topic : I haven’t used the Trans stones yet, do you have to use 1 Trans stone for each piece in the set, or does it Trans all pieces with just 1 ?

Map Completion is the way to go for Transmutation Stones. I have cleared several areas and have about 30 stones.
