So I wanted to know if it’s possible to get 100% completion on The Grove as a race other than Sylvari, and if you can how do you get the point of interest in Dreamer’s Terrace.

You just need to enter it in the lowest level of the grove.
It’s an instanced area like the home area of every other race – just run there and enter it. (:
