So I saw these two players inside a cell in the jail in Rata Sum, and I was wondering how you got inside them? Would be awesome if anyone could let me know

Easy! You need to trespass! Usually that involves trying to get on the outside wall of the city cube

Make sure you have a resurection orb in your inventory, and slide down the outside of the big cube. Easiest is going from one of the balconies on the middle level (where the crafting stations are). Once you’re all the way down (and usually dead), you’ll be transported to the prison cell and can self-resurect with the orb or wait for other players to turn up in the cell to resurect you.

I guildie and I got in there by leaping off the side of Rata Sum. We hit the ground, used a revive orb and wandered around below for a while. Then we were transported into a cell.

That was shortly after launch. They may have shortened the time you can be down there before getting transported out.

I tried for a couple hours in January to get below Rata Sum, but outside of using the instance, I was never able to get to the ground. I tried just about every point you can get to going down the sides, but it still caught me each time.

You can still get down there using an instance, like the arcane council. You’ll want to have 2 revive orbs on you if you do, but it’s still possible to make it down the side of Rata Sum without needing the second one.

I got put in there by swimming around in the water, close to the edge of the map. I believe they “fixed” that method some time ago, though.

Used to be able to do that in the idea lab without needing to revive, then they implemented the jail. For awhile just going into the idea lab sent you straight to the jail, you couldn’t even do your story.
