Graphics Card Update
Tom’s Hardware usually has a monthly roundup of “best” cards in different price ranges. Dunno if that’ll help you make a decision and “i5” isn’t all that indicative since the speed of i5’s very by model and your processor could hold back a higher end video card.
Assuming you have a motherboard that supports the latest PCIE spec (which, as you have a Core i5, I assume you do), the new Geforce 660 GTX can be got for around $200 and although is not blazing fast has the latest architecture and is gonna be faster than the 560. It’s what I put in my new computer I built and we have the game maxed out basically.
the Radeon 6970 would work perfectly imo.
I have the 6870(which is slightly under the 6970), and that performs exceptionally well, with everything maxed (except super-sampling ofc), and a very good, smooth framerate (except in lion’s arch though, a ot of clutter there pulls the fps down a bit).
So i’d imagine a 6970 would do even better than my card, and it comes at around $170-200, which is comfortably within your budget.

If you’re looking just to get the best frames outside of WvWvW, at 1080p and highest settings, I wouldn’t go higher than a gtx 560ti 448 edition or a gtx 660 / whatever the equivalent ATI cards are (Nvidia fanboi, sorry >.<).
Sidenote: I run a slightly overclocked EVGA 560ti 448 FTW edition (overclocked from the FTW overclock) and in sPvP and PvE there are only a few instances where the card hovers around 30fps. Otherwise its hanging around the upper 50’s. As for WvWvW, I would assume it performs worse, but I haven’t toyed with WvWvW very much so I can’t help you there.

I recommend the AMD 7850, the price for the stock ones have been lowered to $180. It’s only slightly weaker than the 660 GTX but is almost $50 cheaper.

I found a GTX 580 3 gb for $175 used. Would that work?? BTW my specific i5 is the 750, 2.66 Ghz. I have it overclocked to 3.8 though.

All I can suggest, is not to mix Intel processors with ATI graphic cards …
