Taking this ‘as is’ for system specs, but it looks like the laptop comes with an i7-4710HQ CPU, 16GB of ram and a Nvidia GTX970M with your LCD at 1080p (I hope its not the 4k resolution version)
The best thing you can do is turn your character limits down to Low or Lowest as it is a Mobile CPU after all.
The 2nd thing you can do, if you are running windows 10, is to disable auto driver updates in your windows update settings and then roll back to the driver released back in February. There have been numerous reports of Driver issues with the 970M and 980M and windows updates from Win10. You can always reapply a factory (Nvidia) based driver from the latest updates to see if windows just doesnt have a good latest and that is what is slowing you down as well.
But spec wise, unless you are running 4K, your laptop should be able to handle every setting on Max except the character limit (no laptop can run higher then Medium with 60FPS~ being the goal)

Sounds like your laptop is running GW2 on the IntelĀ® HD Graphics 4600 rather than the 970M (I can get 30 fps on a desktop i7 4770 with the 4600 – low/med settings).
Make sure that GW2.exe and GW2-64.exe (or whatever the 64 bit exe is called) is configured to use the GTX970M.
The ROG has switchable graphics card. The low FPS is likely because it is running GW2 exe on the low performance Intel HD onboard card instead of the GTX90M. NVidia have switchable graphics setting that lets you designate a program as high performance (using the GTX90M) or low performance (Intel HD).
