Guardian, Ranger, or Engineer?
Personally, I am not a fan of Engi so I cant say much there.
I Do have both a Guardian and a Ranger (I main Guard) and if you want to “Kick some butt” these classes both have Viable DPS builds. (http://metabattle.com/wiki/MetaBattle_Wiki <- Check here for examples)
If you’re wanting an in your face type of build, then Guard is your best between the 3. Both engi and ranger are ranged dps. (and again, I don’t know much about engi)
Ranger does not necessarily have to be ranged DPS. I like to run longbow with axe/torch, or longbow and greatsword. I usually try to open from range, but then swap weapons and go to town in melee; it’s quite effective, and the lack of heavy armor isn’t really a problem.
Ranger in GW2 is a ‘pet class’, not a ‘ranged class’.
Make one of each. Take them into the mists and test ’em out.

I guess it all really depends what you want to do in the game. I do know some circles don’t like rangers or engis in dungeons, but you can easily find groups who don’t care. Really the final decision is up to you. If you want to see the full potential of a class, take it into PvP. The heart of the mist area has several npcs you can knock around and you have full access to lvl 80 stats skills and traits, even at lvl 1.
Playing Engi since launch, I think I understand what you mean with ‘lackluster’ googleing best builds for it just goes all over the place, a permanent good one is the dungeon Meta witch can be used in open world. If anything I’v seen Engi’s being underestimated in forums but I’v never understood why. Both me and a friend of mine do a really nice load of DPS, if you get kicked out for playing neer you got in a party of ignorant idiots.
leveling is usually the turret build but eventually, if you want proper dps that is, you should move towards grenadier when possible, I’ll admit lvling one is a bit of ‘clench teeth together and do the thing’ . I’v always found neer at 80 most enjoyable, anything below 60 is eeeh.
What brings us to manual targeting, you’ll love it or you’ll hate it ,witch is why its a good idea as mentioned to go test it out in pvp. Neer is both ranged and melee, toolkit is pretty mele I guess (never used it, no reason to) but bombkit will have you standing underneath your enemy more than often.
Last we forget, dodging, crippeling and kiting are essential skills for Neers ,if anything this is a really mobile class, I hardly ever stand still unless I know I really can afford too. Anyway that’s my experience ! I clearly love the class so I’m full of bias ;D Good luck with choosing ^^
