Welp, I use my necromancer a lot and I’m only using core.
In fractals I’m often the lifesaver pulling off insane whole party revives or soloing a boss after everyone’s dead.
Nerco, like any class has its ups and downs, necromancer I’d say is best in instance play and wvw but I’m only decent with necro in pvp.
I play a Zerker/Assassins Power Reaper right now in OW PvE and I gotta say, although the way there was a real drag, it is quite funny, despite GS’s infuriatingly slow AA.
I would suggest to play both, actually. But if you decide to do so, please make sure to begin with the Necro/Reaper as it is out-damaged by pretty much any other class and thus can seem lackluster when compared to other classes, leading to you discarding it entirely, which imho would be a shame as the class itself has some pretty awesome feel to it. Especially when everybody else is retreating to catch a breath while you enter the fray in DS/RS and kick some butt.
Only played Guard to 15-ish, but will reroll another one in a not to far away future. Just need to finish my Reaper’s personal story and maybe some HoT for Dark Harvest. And my Engie who is at 34 right now and of course Fix-R-upper… wait, this might take some time… so much to do!

Not true. Reaper can pump out some very good damage (depends on your build), and Mesmer takes the bottom spot when it comes to damage.
The thing is Necro/Reaper is selfish. They offer very little in the way of support to other classes. The one thing they do excel at is condi manipulation. I say manipulation because they don’t get rid of the conditions so much as pull them to itself and send them back to the enemy. But aside from that and some life steal they don’t offer much to other party members.
However, they are tanky as hell, and dish out damage very well. You don’t have to use GS, D/x is usually better/faster, and traits well with Blood Magic if you want to go the life steal route (which also has the well trait).
Guardians on the other hand are also tanky but offer a lot of boon and healing support to the party. Their overall damage depends on how you trait them. If you go heavy support, your party will love you, but you won’t crank out the dps as much. If you don’t, you can still offer some support (more than reaper) even while maxing out your dps.
(Have played both classes, but only in PVE, both solo and group play)

So… fun fact: there are the “meta” builds. Some folks love to fetishize them as the be-all and end-all of content. Assert you can’t possibly clear raids without being fully meta-of-the-minute. (Despite people clearing bosses with 4 of 10 slots with players, etc)
Necro got bumped down a bit because they had an “unintended consequences of game mechanics” DPS boost, which got stopped by ANet. (Possibly resulting in lower than intended DPS, but probably more accurately, what was intended by the team.)
So, right now the sort of players who can’t imagine that player skill makes any difference, and that only picking the “right” build matters — even when it is less than one percent difference in the real world, hi wow raiding — are all “OMG, NECRO IZ DED!!111!”
It might pose some issues for you in playing high end content — T4 fractals, raids — with random pugs, because they may be lead by a kitten player who believes in “meta or bust”.
It absolutely, positively will not stop you from completing any content in the game. Find a good guild, and you should be golden.
And even when an elite spec unlocks a certain weapon, you’re absolutely not required to use that weapon to enjoy the elite spec; in fact, I’ve seen potential reaper builds forgo the GS altogether — instead relying on using D/x for function and damage. Don’t get me wrong, the GS has a few decent functions but the damge potential and boon elimination of D/x is more worth it.
I personally use D/F (dagger/focus) for roaming and trash elimination along with putting down vets/elites (basically anything not champ/leg/worldboss) but your mileage may vary. Some are happy just ditching GS altogether and using the reaper shouts/shroud.

What is your build btw? I play every class and for a power build, nothing can touch a reaper in all out damage (in open world of course). With the class mechanics you can go pure glass (zerk+scholar) and dmg traits and never ever die in OW. I can solo most content, including champs/hero points, and solo’ed the first 20 level fractals (with the exception of 2 which are impossible to solo). My first advice is to change your build around (i use blood (for heals and movement speed 233)/reaper (233)/spite (112 for all out dmg). I do not use GS anymore, d/x is way, way more dmg in OW/WvW/pvp. Your one big hit in GS takes too long, i can do 3-4 hits in dagger with more dmg, building LF, etc in the time it takes for 1 GD.. I have staff on a switch, but only use that soloing champs when i have to step back a bit at times. I use air/force, air/bloodlust on weapons, scholar on armor (ow).
Now in WvW i can do ‘okay’ with this build. I tend to roam so it’s fine there. In a zerg though, I turn to the dark side and just go condi, cause well, lol at condi meta. High level fractals you want condi as well, but i’ve powered up through the 90s in power, and only switch to condi when in my guild group trying to go through them as fast as possible.
Now if your comparing a power necro to a condi build in pvp or WvW, then yes, there is a gap, but that would be true for every power build compared to the easy-button condi trash meta we are in now (load people up with condis, and stealth/runaway/run in circles). You can run a condi reaper in pvp/wvw, but its a bit more difficult to condi bomb then say a pu-mesmer or condi-thief (the cheese specs of GW2).
