that looks like a combination of tier 2 and 3 asura cultural armor. gloves and shoulders are tier 2, and everything else tier 3. don’t know about the pants though, they could be anything.

I’m fairly certain those are Asura Medium Tier 3 leggings, as well. The bunching up of the hem seems to fit, and I don’t recall any other bottoms being modeled as such.
