Guidance with new PC
I’ve heard good things about the 770s, though I’ve also heard that there’re alternatives which work better such as the R290. Maybe upgrade the CPU if you really wanna play “any game” smoothly on/near max, since turbo boost’s not as reliable as you’d like.
Unfortunetly, that is the only CPU available on their site.
Better? sure alot you have to tell what you are looking for. You haven’t said that and the laptop you posted is horrible you won’t have a lot of fun with a 5400rpm HDD and at this price point there should at least be an SSD.

You just said that it has to run all games. That could mean anything.
Run all games.. how? 1080p? 60fps? Ultra details?
Do you care about mobility? How big can the screen be, there are a lot of sizes to choose from. A 5400rpm that has an OS stored on and the game, won’t be much fun you usually use those kinds of drives just to store files on it, not to access them a lot which would be the case if you run your OS, all software and games on it.

So I took the benchmarks for your cpu and the gpu, and then compared then the desktop versions to get a better idea on the fps and setting you can expect. (getting that info without desktop comparison is hard to find.)
the i7 4700mq is about = to a Intel Core i5-4670.
the GTX 770M is about = to a gtx 560.

look at the first chart they show for setting and resulting fps. Now your will do slightly better due to newer architecture, and etc. But I wouldn’t expect to much better.
so for crisis 3 you would get about 30-32 very high and aa x2. 40-45 high and aax2 if your lucky. Of course your fps will go up and down depending on that amount of action on screen at said time.
Generally speaking smooth play is 85% 60fps or above. And if that is also what you also consider smooth game play then no I don’t think that laptop would work. But at the same time laptop will almost never run new games at full graphic at 60+. That’s just not what they where made for. If you really want to run highest graphic and stuff like tressfx, x16aa, then you really have to go with desktop.
My recommend is if you want high end graphic is desktop, but if your dead set on laptop then as you look around pull up the benchmarks for the cpu, and gpu. As a side note mmo(gw2) generally use more cpu, while other game generally use more gpu.

This is basically what it boils down to -- unfortunately, laptops are typically not as versatile as desktops with respect to customization and the ability to swap out parts, such as the video card, to boost performance. Often one is playing catch-up with a laptop rather than setting a foundation for future game releases, not having the ability to upgrade components after purchase.
So, you can take a look at gaming-focused laptops and see where their video cards (for gaming in general) and processors (a definite focus for MMOs like GW2) fall. examples:

Offhand, I’d say that Toshiba will handle what’s out fine, but will it give you ultra settings for everything that comes out in the next year or two like a desktop would? *shrug* There are laptops with dual video cards and are billed as desktop replacements, but they also are going to be significantly more expensive than a ~1200 dollar Toshiba.
Thanks very much for all the answers, i think i might be getting it and fyi anything 30+ fps i consider smooth, i haven’t played crysis3 but i heard it’s pretty graphic intense so i guess if that laptop runs it 30+ fps then it’s a good laptop.
PS: I wouldn’t get a laptop instead of a desktop for gaming unless i had 2
